Case study · AKPA
983 applications, 206 certified. A public programme, counted year by year.
Applications arrived through e-Albania from job seekers registered with 12 regional employment offices. Each applicant went through a preparatory phase and an entry test. Those who passed and accepted the programme terms signed a three party enrolment agreement with the regional directorate of AKPA and the training centre, then followed a four month course with three sessions a week in Tiranë, Korçë or Shkodër.

Three years
One filter, applied every year.
2023 was the largest year. 15 cohorts opened between February and November, 787 applications came in, 245 passed the entry test and 157 signed an enrolment agreement. 2024 opened 7 cohorts with 156 applications, 88 passes and 56 enrolments. 2025 opened 2 cohorts with 40 applications, 28 passes and 20 enrolments. Each annual report also carried the previous year’s cohorts to their close, so every learner is counted once, in the cohort where they enrolled.
Demand was uneven across stacks. Python drew 376 applications, JavaScript 342, Java 204 and C# .NET 61. Of the 233 learners enrolled with programme support, 82 were in Python, 92 in JavaScript, 41 in Java and 18 in C# .NET. About one in three was a woman, and about three in ten held registered unemployed status at enrolment.
The funnel
From application to certificate.
Each step is a count from the annual reports, applications received, entry tests passed, enrolment agreements signed and certificates issued, summed over the 24 cohorts.

Year by year
Applications, passes, enrolments and certificates per year.
Each row counts the cohorts that opened in that year and follows them to their close, as the annual reports do. 27 enrolled learners withdrew before the end of their course and are the difference between the last two columns.

The outcome
What the monitoring showed.
The programme tracks employment for six months after certification, from what the certified learners themselves declare. For the 2023 cohorts the share in work came to 62.3%. For the 2024 cohorts it came to 63.2%. For the 2025 cohorts it stood at 60% with monitoring still open at the end of the year. Cohort by cohort the figure ran from 50% to 100%.
During and after each course the learners received career support, help with a CV and interview practice, a portfolio of individual and group projects, and a hackathon in front of businesses. These are the programme’s own counts, kept report by report. They describe what happened to these cohorts in these years, not a forecast for anyone who enrols next.
A public programme, counted.
This historical public programme accounted for applications and certificates and was reported to the agency for three years. It demonstrates past reporting practice, not accreditation or a current programme outcome.
